Note that typically, customers will be interested in the cost of a particular item of steel plant (e.g. a bar mill, for example) and will purchase a handful of records (maybe 6 or 12) showing the cost and capacities for recent bar mill investments. Such information allows one to determine the likely cost of a new facility of a particular size.
